Queen keeps running away

Does any one have the answer??? A.S and put the queen in a nuc, with fresh frames with drawn out comb (fresh no brood) a week laters she keeps swarming, there are no queen cells and she has been moved 3 mile away from hive any ideas???? ive picked her up 3 times today in a very small swarm of the grass in the garden??.
 
For an AS, the original queen stays in the original location, with new foundation. (no need to move her 3 miles)

It is the Queen cells move. (plus eggs,grubs (brood) + non flying bees)

And with any AS you can do this to a hive sighted right next to the original one.

One option that people use when homing a swarm is to put a QE under the brood box to reduce the chance of her getting away.

One other piece of advice which I have picked up from the LBKA is that, if you are hiving a swarm (and why not also an AS?) into a hive/nuc with an open-mesh floor, secure a few sheets of newspaper under the mesh to keep the new space dark (without drastically reducing ventilation).

Haven't tried it yet myself, but the boss swears by it.
