sadly, no more!
I have a hive wich I am pretty sure has a laying worker (pepperpot pattern and all sealed cells for three weeks have looked like drone).

I had intended to let them live out their days, assuming that the hive would die out without my help: there are still some workers about, but not large enough numbers to be of any use elsewhere. I could see no reason why I should do anything else, since I do not need the hive for other colonies at present.

On today's inspection, there was an unsealed Queen Cell with a larva in it. Am I right in assuming that this might just be desparation on the part of the last workers, and that the larva is likely to be a drone? Or is there any other possibility?

Yes, last gasp desperation type of thing. The larva will most likely die at some point, usually after capping.
