I have a hive on brood & a half.
The queen refuses to lay in the BB even after I have moved a couple of ‘super’ frames with brood from the half to the BB.
It’s not all old comb in the BB and never had this situation before. So whilst the BB has bees on it moping around absolutely no brood on any of the frames but plenty in the half. Any explanations?
 
It's warmest at the top of the stack. Do they have much stores?
As @drex asks, how big is the population? If there are sufficient numbers, there should be plenty of stores, which they have to place above the brood.

There are things you can do, but a lot depends upon how big the colony is.

If small, you might want to feed them until they are big enough to resolve into a single deep
