nucs clustered on screened bottom board

I have thousands of bees clustered in the middle (bottom) of my screened bottom boards on 2 nucs I got yesterday. Is this normal?
 
Not the place for questions - you need to put them on the forum proper, but no, it is not normal. They will chill this weather. Outside bees and possibly brood inside.

There are several possible reasons - bees not found the entrance, entrance not clear, entrance too small, too cold, queen in wrong place.

I hope you have not transferred 5 frame nucs to a 10/11/12 frame hive in yesterday's weather. Asking for a disaster, I'm afraid.
