No brood, only eggs

I just checked the hives & one has no brood but has a single frame with eggs. I'm treating with Apiguard (started 3 weeks ago - due to finish next weekend) and was wondering if that could put the queen off laying?

The other two hives are OK, with BIAS, although one has a bizarre brood pattern - one frame is beautifully filled, while the next has a blob of brood to one side. I suspect this is unrelated, i.e. she's just not a great queen.
