This is not a FH issue, but one of seasonal timing and knowledge of your nectar flow.

After the Solstice on June 21 laying reduces slowly and risk of swarming declines, esp. on the main nectar flow.

If your queen is young, the addition of a second BB now will deflect nectar from the FH to draw foundation in BB2. Assess the strength of the colony: do they really need that second BB?
