need for super when uniting

I've read lots of information about uniting colonies using the newspaper method. However, I haven't found anything about the need for a super containing stores for the bees above the paper. If the brood box has hardly any stores, wouldn't they need a separate food supply to keep them going while they can't get out or access the stores of the hive they're being combined with?
My hives brood box stores were almost completely depleted when there was bad weather a few weeks ago but I could have a stack of brood box with queen, super, newspaper, queenless brood box, super. Is there a reason why this wouldn't be a good idea?
