How do I force Queen down to lay in bottom box?

Did artificial swarm lately. Hive setup is:

Super
Super (mostly full)
Brood box

Brood box has a few frames of drawn comb, and a couple frames of older brood/stores.

Queen seems intent on laying in top super (newly drawn comb), while not laying in brood box.

How do I get her to come down to lay in Brood box?

I was thinking put a Q Excluder between the two supers, and force her downwards to lay in brood box, where there is plenty of room?

Any thoughts?

She won't cross honey to lay elsewhere. Take her and put her in the BB, then add a QX, then the empty super, then the full super.
