when the bees are in a cluster under the fondant do they each take it in turn to come up and feed on it or do certain bees take it and pass it around amongst the rest?

Hmm, interesting, do clustered bees have age-related tasks such as foragers within the hive, heater bees, nurse bees for brood, etc. My guess would be those bees taking the fondant are 'foragers', passing it around and storing the rest in empty cells.
