Eggs not being fed jelly - end of summer

I've recently noticed a queen which is still present, is laying but the eggs are not being fed jelly. First time I've noticed this. Is this something that happens at the end of the summer?

She's a 2019 queen, small colony, 3 frame nuc. Reducing area of capped brood. Eggs but no open larvae. Looked at them 3 days apart and no sign of larvae so thinking that she's laying but the nurse bees (should be some) are not feeding royal jelly (think there was pollen (?), not in short supply recently). A few cells with more than one egg/cell.

I may be corrected, but I don't think eggs are fed. Just larvae.
 
Have they pollen and honey stores?
Have they enough bees to look after the brood?
Can you spare a frame of emerging brood to strengthen the small colony?
 
Yes, they have pollen and honey. They were weak.

I've united them with 2 other colonies which also had poor 2019 queens so now she should have enough support. There was more capped brood in the other colonies. My 2019 queens have been poor. Mated OK but half have quit/disappeared/been superceded already.

Going to check in 10 days for QCs and some open brood.

Never unite weak colonies with each other
All you get is one bigger weak colony which dwindles, remember there is still only one laying queen and she headed a weak colony
You need to unite a weak colony with a strong one, providing there is no disease in the weak one

Drat!

Next step would be to unite them back with the 2018 queen they were split from.
