Combining hives with supers

I have a hive with one super on that I want to make queenless and then combine with a nuc I have. Do I just kill the unwanted queen and put newspaper over the super and then put a new bb on top with the nuc inside plus extra frames of foundation?

Basically do I just unite as normal over the super, as if it wasn’t there?
 
Will it matter if there’s not many bees in the super? There’s some moved up there but not many and they haven’t started working it yet. Maybe I should just take it off them since they’ll be getting the second bb…

If there is nothing there then take it off.
