Blue bags in trees

Someone off the allotment has been to Dunham Massey recently and enquired why they hang blue bags in the trees near the cafe.
Someone told them it's to prevent bees from swarming into these trees and being a nuisance.
 
Friends i know have done it over the years when pigeon shooting, they hang the bags in trees around the chosen field or preferred roost spots to stop the pigeons from landing which gives them a better chance of keeping them on the move and drawing them into the decoys.
 
The only blue bags hanging in trees and bushes round my way are full of dog mess. Left by inconsiderate and lazy dog owners ! I like dogs by the way.
