Best way to move brood to 14x12

I would like to change my standard WBC brood box to a 14x12, as this make sense to me

1. When is the best time of year to do this?

2. How do I do it?

Put a queen into the new brood box under excluder. It takes 3 weeks that brood emerge from old combs.
