Bait hive etiquette

I guess being an allotment with many hives under multiple ownership, you can't say the beek is targeting anyone in particular, so why not? I am perplex as to why a commercial beek would feel the need to go out of his way to set bait hives though.

If it was by a single ownership apiary, I wouldn't expect anyone to have the front to set bait hives in full view or next to the apiary..... Or a windy day may knock it off or a large branch could fall on it

Unless he/she is a poor commercial beekeeper who always need to replenish his/her stock with some quality swarms
