It might be worth contacting the owners of the magazine and its successor magazine "Bee Culture": http://www.beeculture.com/ and http://rootcandles.com/

Interesting to note that:
  • It was and is published by a private company, not an instiutution or a professional publishing house
  • It was the magazine in which the first report of the flight by the Wright brothers was published

Wisdom behind 74 years...
What it may tell ?

Even now there are hundreds of alternative truths about wintering.

Even that "damp kills but not cold" is not true. You can arrange that neither kills.

I don't have the paper you requested (which is referenced in Dadants "The hive and the honey bee chapter XV1 by B. Furgala) but I do have "some problems of the winter cluster" by E.B Wedmore published by the bee research association July 1953 (BRA was the precursor to IBRA). In it he also references Farrar CL 1946 "The overwintering of productive colonies".

I believe that Kim Flottum is currently at the NHS.

I have spoken to him in the past and found him very helpful. As is/was the editor of the ABJ.
