I use a wooden frame (3"x3" or 3"x2") as wide as the blocks' length and as long as I require, with brace struts along its length. One block high is plenty IMO, either one at each end or with another supporting the middle. If you have the voids to the side, you can pass a strap through the hole and around the hive.
If the block is 17.5" long as you say, does that really matter? A quarter inch overhang front and back is nothing to worry about, especially at each end where the frame sits on the entire length of the block.

You're probably right about overhang. I just like to measure twice and cut once, especially as It was too wet to do anything this weekend.

Would much prefer one of our number's crafted folding stands, but can't afford them at the moment. So, this looks like a useful stopgap for a couple of hives.

Do you recommend a length of about 4' for two hives and space for frames in side, or should I look at two hives with space in between for another while inspecting?

My two hive stands are five foot in length - space to put the roof/supers whatever on rather than bending right down the lift them off the floor
 
I have made a number of stands similar to the ones that the op links to. Can't post a link to my blog site (not enough posts under my belt). If you search under digitaldodo.com and look in the techniques and plans section there are articles including plans on making up single, double and triple hive stands.

Depending on how you want to arrange the apiary, really. My stands are long enough (have to admit I can't remember how long) to accomodate two hives with a space between for supers when inspecting. They will also hold removed frames but I tend to remove the dummy board and place the next frame over the colony. I always put the upturned roof on the floor, which allows alternative stacking option so easy to shuffle boxes.
