Uniting colonies - question

I'm uniting a queenless colony with one that is queenright. The queenless colony is much larger. I need to move the queenright colony to the position of the larger queenless one. So here's my question: I've heard that the queenless colony goes on top. But I've also heard that the colony that is being moved goes on top. In my case I can't achieve both. What is most important?
 
i find it makes no difference,move the lightest one.
 
My understanding is put the queen on top, so the other workers aren't forced to parade through to get in and out, giving a little more delay before they meet the queen in numbers.

Brood will be at the bottom of the hive.

I would protect the queen and then i put just bees together.
Queen into cage for 24 hours.

The best method is to push a cage againts the comb and the queen may lay there with 10 assistant workers.
