IMHO it appeals because it introduces a specific piece of swarm control equipment, and has very extensive and meticulous recipes for how it should be used, all by a well-known author. To somebody struggling to get to grips with swarming and feeling that it's all beyond them, all these specifics must be reassuring and appealing in that here - at last - is some order to bring to the chaos.
