One sure way to spread AFB/EFB.
Best to wait and use your own, combs don't have to be old and black .
Just disease free and have had brood previously laid up in it.
 
If you focus on getting stuff like the cavity size, entrance size and suchlike right (I've always had more success with bait hives in the Sun, for instance) then you can do without the old comb. Perhaps put in a few frames with starter strips to give it a bit of a "beeswaxy" smell if you want. I try to get them facing roughly south, but if they don't, they don't. As I posted the other day: it doesn't have to be perfect, just better than anything else they're likely to find.

As comments above, also search for Tom Seeley bait hives and there's a Cornell Univ leaflet with recommendations for size, location, aspect etc
