New brood box position?

I have a brood box plus two supers at the moment and want to add another brood box fox Queen rearing,so is it best above existing brood box between supers or underneath brood box?( The new brood box is foundation)

You have chilly weathers there and bees are not able to forage. They are not willing to draw foundations either.

But absolutely, but the foundation box lowest. You will see, do bees start to draw it. If you put above, brood heat rises to empty box. To split bee nest with empty box in these weathers is not clever.

I only wondered as they have nearly filled two supers,so they are bringing in forage from some where

one further option might be to move some of the existing laid frames so that both boxes have frames with laid brood in them. If doing so ensure that the frames with brood in them are above and below each other placing the undrawn foundation to the outside of these. If this is going to be a queen rearing colony you could also consider removing the existing supers to another hive and feeding them encourage the pulling of wax on the new frames.

It might depend on whether this new brood box is a deep or a shallow and what method of queen rearing you might be adopting.
 
I will be using national deeps , plus cloake board hence the double brood.
