There are free bees to be had. You'll need to catch them, first.

You'll also need something to keep them in.

Before you do all that, you must attend an appropriate course, usually run by your local beekeeping association. Otherwise you won't have a clue what you're doing and won't enjoy it as much.

Get some experience with bees. I guess the season in Washington is coming to an end so you’ll have the winter to do a course then worry about sourcing bees in the spring.
