Looks like a laptop transformer with the plug cut off and a couple of crocodile clips soldered on. At 4A it's a bit underpowered but $12 and free shipping, as long as you haven't got 100s to do, it's a bargain.

I wondered if it was some kind of mite heat treatment device, a heater to keep bees warm in winter or for warming honey frames before extraction. Melting the wire into the wax never occurred to me.
