I have been going through my spare bits and i have come across this frame of dried pollen that has been stored in a moth proof brood box over winter, it is only on one side of the comb but it is bone dry, will it still be ok to use in a artificial swarm or colony increase and will the bees just clean it out if i wet it prior to using it.

Leave it as it is, the bees will use what they can and ditch what they can't. If you keep frames like this in a box you will often see loads of dry pollen at the bottom of the box.
