Bees flying in sub-zero?

I was surprised to see movement at the entrance to one of my hives this afternoon in freezing conditions.
On closer inspection i saw a couple of bees fly from my hives, there were also a few, maybe 20 dead bees on the snow in the 10m area from the hives.
It seems odd that they are flying at all!!

I did think that, but haven't seen them flying in such cold conditions before.
