Same here - our two hives both have 9 frames of brood.
 
Spring build-up must surely also depend on hive exposure to sunlight? e.g. mine don't get any direct sun until after3pm at this time of year and brood is about normal at 4/5 frames.
However, two hives (a mile away) in somebody's back garden, which get sun after 9 am, had exceptional 8 and 9 frames of brood when I inspected last week.
 
Things are way ahead as last year and a I bet for the last seven
