I started a new 14x12 at the end of April, it has expanded over 11 frames, 5 new foundation, I have two supers full of nectar (all new foundation) which they are beginning to cap and everything appears to be going well. A third super will be added tomorrow.

The problem I have is I have found a queen cup, uncapped with a larva in it.
It's located near the bottom of the frame but at the very side.

Is it possible that they could want to swarm this quickly? Or maybe they would like to replace the queen (last years)? Any suggestions?

11 frames of what? bees or brood, if brood then another BB would have been advisable, is the egg floated in royal jelly, if not keep an eye on it but as soon as it does split your hive presuming that is your method of swarm control
 
One cell is usually supercedure, but is usually more central. If there is loads of fresh brood, she is likely not failing, assuming no drone brood in worker cells.

Quite likely, IMO, they would be changing her for a fresh queen before swarming as it seems that the hive is congested.

I would be removing that single cell and be quite expecting them to develop several swarm cells instead. They could easily convert to swarm mode anyway, if the hive is full. So all options are on.

Perhaps a good idea to remove that frame to a nuc, if she is such a prolific queen. Rather depends on your current colonies and future plans. Your choice; you know it is there - monitor or act now.
