bees investigating my hive

hi all im am very new to bee keeping well to be honest i have no bees yet .
two weeks ago i was given a used top bar hive which i put down my garden
i was deciding weather to buy some bees or try attracting a swarm last thursday and friday i had 1 bee looking around and inside my hive sat and sun the weather was cold and rainy monday it was back (i presume it was the same one)
tuesday there was about ten bees flying around the hive and looking inside i went down to the hive this morning around 9 oclock and the is a bee going in and out or the entrance even though the weather is not that great .
my question is
are these scouts looking for a new house or will they be just taking bits of the honey that was left in the hive from last year
i have rubbed a bit of lemon grass on the hive and there is a bit of sugar water by the hive but they are not interested in water

If there is honey they would definitely go for that. If there is more than a few drops you may well get a lot more visitors! Assuming it is definitely a honey bee!
I don't think you could rule out getting a swarm either!

After dark, go down, put your ear to the side, and knock hard. If you here buzzing they are living in there already! If not then they are just investigating or robbing it out!
