I have known NDB people who seemingly couldn't beekeep a paper bag but the idea behind the NDB (the qualification for County/regional Advisors) was just that. Now this master beekeeper has appeared I am curious as to which is the higher level.
Hi StevieD. It all depends on location of course. By and large I have never had to feed my hives in the active season ... yet. That's some 25 years north of the border and 20 south of it.
I'll put in a word here on behalf of Margaret Adams sadly no longer with us but her book is a real work of dedication knowledge and skill.

MM is talking nonsense. Manleys were meant and work well for cut comb. I use them in all my supers so I have the choice of extracting or cutting up.

I think I can safely say they do. Also you are in a very dry Winter environment which frankly makes a massive difference. It's not cold that kills bees its wetness.
