Young queen on hive floor

OK so my garden hive is a double National with 4 supers and going quite strongly. I have been waiting for the virgin queen to start laying and at the last inspection a couple of days ago there were eggs, brood and larva Hooray! (methinks)

Found the queen and marked her as usual.

Yesterday noticed that there is a small (grapefruit sized) cluster hanging under the varroa mesh floor. Opened up and for some reason the young queen (who seems perfectly fine) is wandering around the floor with her attendants and not going back up to the frames. The cluster is just hanging off the hive underneath her.

Any ideas how to entice her upwards? No swarm cells or even play cups anywhere and still loads of bees in the hive proper.

Very confused :)
 
Something wrong with her perhaps ? Inspect her to see if there is any damage.
Make room in the BB and pick her up/place her on a comb and leave her to see what occurs and look again in week.
