In August 2011 my bees were inspected and were ok.
However, there was very little honey in the supers but had stores in the brood chambers so very little sugar supplement was needed for winter.
This year in spite of being surrounded by rape fields they did exactly the
same but laying queens are in all 3 hives. (The other site is normal).
Has anyone any suggestions?

Yes, two suggestions:

1) Buy a new diary

I had to laugh at the reply above.

Richard you will get used to us around here,its all in good fun.

Regards the supers have you tried removing the queen excluder for a few days until the bees start working the foundation as some colonies dont like to pass through it if they are not tempted with the foundation above.

Also bruising the cappings of honey in the brood frames may help,especialy if you paint some honey on the super frames above.

Also is the foundation fresh enough?
