When to put on extra supers

The bees are drawing comb and filling the frames on the (national) super I put on 3 weeks ago. The whole hive is bursting with bees but no signs (yet) of queen cells. The brood frames are full of brood and stores,
I plan to put on a second super to give them more room.
When is the best time to put on a second super - now or wait until the first super is full?
Also do I put the second super on top of the first or underneath - or does it matter?

Scratch the cappings off sealed honey on brood frames get the bees to move it up
 
I always put new drawn supers next to the brood box but new undrawn supers on the top. I add another super when I estimate the first one is BEING USED nearly to capacity. Bees spread small amounts of nectar around to get rid of moisture and then store it in cells and eventually cap it if required. They need room to spread the nectar
