It's a fairly fluid thing.... more than 10, less than 15
This photo came from a Facebook group showing bees being traded/dropped off/collected in New York.
Is this usual? Am I wrong in being horrified to see how these bees are being treated?
It reminded me of those horrible livestock markets in Asia with animals all piled up in cages.

They're packages.
They have no comb and cluster around a queen (caged for safety) just as a natural swarm would do.
 
They must be package bees, not nucs.
Nuc has a closed box.

Package bees are very popular in US beekeeping. Packages do not carry diseases like nucs.
