Imagemagick is a cross platform piece of software that is both free and extremely versatile. Available for Windows, Linux and I think OS X.
convert -resize 30% inputfile.png outputfile.jpg
This used the imagemagic Linux built in command convert to resize the input file to 30% of the original and perform format change to jpeg on the output. It doesn't need to change formats, but is that easy.
See here for Windows info. If you have multiple images to do then it's a real breeze. As I said, it's just there in Linux distros. Google imagemagick.
