uniting small colonies

Is there a right or a wrong way of uniting, should the Queenless colony be on the bottom or does it matter when using the paper trick between boxes?

I have united both ways but ideally the strongest colony on top as they are in more of a rush to get through the paper.
 
The newspaper method just tends to work all the time, whatever way. But the previous post makes sense.
