Too old foundation

I've a few hives in which the bees havent drawn out all the combs in te BB. How long can I leave them before the foundation is too stale?

Bees do not need foundations in winter hive. It is extra space which you should reduce away.

Have a go at managing the frames early next year and slip one frame with old foundation next to or nearer the brood nest if you want it used, I would however as Finman has said remove any undrawn frames for winter.

Next year I would use that frame in a bait hive or in my swarm collection nuc or swap it out when it starts turning transparent.
 
I used fondation this year that was 2 years old, and it was drawn out (with the rape and some swaping/manging of frames) no problmes at all.
