I know you're not supposed to use thymol in spring due to potential contamination of honey.

Is there any time during the spring and summer that it can be safely used?

Are there any reported cases of thymol contaminated honey?

You've answered your own question really, you can use thymol whenever there are no honey supers on. So in the Spring after a shook swarm for example or in a nuc that has been made up in Summer.
 
and with my spelling I might even market 'menthol' flavoured honey
