I was told by an old hand that the best bait is an old comb and that swarm lures are a waste of money. I have had a piece of old comb and a swarm lure in a new hive for three weeks with no luck, but I guess its pot luck anyway. I have even heard of swarms arriving in new unbaited hives. Doesn't really answer your question I know but that's my experience.

I've had 3 ~40L boxes set up in friends' gardens with swarm lures in for ~3 weeks. No swarms incoming although a few outgoing from my apiary :)

See previous thread, the subject is extensively debated there. In summary a swarm lure may make a good bait hive better, but I dont think it will ever turn a bad bait hive into a good one!
