Supers below brood box

Can some one advise me on putting supers under brood box. I have a hive with two brood boxes with a strong queen, i extracted leaving one super i then returned the wet super to be cleaned but they have filled this one up with stores also.
The question is should i put the two supers below the brood boxes?

Been discussed often on here.

My opinion is that with a national I'd put one super under the brood box and take off the queen excluder.

You will get different opinions on this so look at them all before you make up your mind.
