It maybe a good idea to check on Bees to see that they are not starving to death. A lot of colonies are collapsing because they are not moving away from the cluster to feed of the frames to the sides of them. By moving frames around and placing full combs of food next to the cluster will help as bees dont like moving sideways.
 
Good advice,I lost one colony last year like that,its horrible to see loads of stores but bees that cannot move to it because of the cold.
 
Wouldnt it be easier and quicker to put fondant on top of the cluster?
