No rules simple answers is do they need it.
 
There are two rules of feeding:
1 Feed them when they are hungry - no stores.
2. Don't feed them when they have stores and/or bringing in nectar
 
But but but .... we have just had a starvation warning from the BBKA ?????


About a month too late in some places and irrelevant in others... You only need to look at questions on this forum about feeding and the "What did you do in the apiary today" thread to see that.

Everyone has eyes in their head. Open the hive and look, does the hive has food. 2 frames sugar/honey is minimum.

At same time look, does the hive has free space to brood and incoming food. If not space, add another box under the brood.
 
foulbrood can stay for decades and not be obvious, but flare up when the bees are stressed, eg when starving, if you feed sugar syrup when they have plenty of stores they will just add it to their stores, then when you have your nice full supers ready to extract ... you are extracting sugar syrup that has been processed into so called honey

You just use your brain. Do not feed so much sugar that you must extract it. However a hive must have all the time 5 kg food that it does not die during bad days.

But what it has to do with foulbrood?
