I got some oils from Holland and barret yesterday and it says for external use only
As long as they are pure oils and organic I think you can get away with it. Dilution is huge. 20 drops of mixed oils in 40g of mixed wax, carrier oils and butters.
Just be careful which oils you use; nothing synthetic.

Lip balm ingredients must be graded for internal consumption.

Three of us are exploring the complex world of lip balm accreditation.

The product approval company asks that we use fragrances listed by IFRA, the International Fragrance Association.

Essential oils are limited to 1% of a recipe but other fragrances are unlimited.

Bear in mind that strength of fragrance will be variable: perhaps use less of a stronger one.
