Queen Cells - Swarm or Supersedure?

Morning, 14 x 12 - 4 frames of BIAS 3 frames of stores, Pollen etc. Green queen - still laying
Found - 1 x QC on lower edge of frame - great looking cell almost sealed. on 2nd frame on left edge of frame 2nd QC. almost sealed. no other QC found.

I've left queen and the best QC.

this was late yesterday, do I split or something else?

If the queen is still laying (new eggs, not 3 day old about to HATCH), she is not likely to fly off soon. The workers generally thin her down, ready for flight at swarming time - which would be about now.

Always exceptions, but it looks like supercedure rather than swarming.

How strong is the colony? How much space (laying and storage)? Laying pattern good? Damaged queen? How old is the queen? Has she swarmed previously?

All questions you should be asking yourself when making an assessment for yourself.
