queen cells and mesh floors

this is more of a query as i'm trying to understand why, but has any body else ever encountered a queen cell which has been built up from a mesh floor? I noticed this cell when looking through the hive and there were around 10 bees crawling all over it. Initially I thought it might just be a lump of wak on the floor but I tried to pick it up and it was well and truly joined to the mesh. The cell was empty but strangely it was orientated in the normal fashion i.e facing down into the floor opening at the botton! weird huh.
 
I guess you have had some wild comb built from a bottom bar to the floor, and that it has just broken at some point and when you have pulled the frame out.
 
I have had a queen cell built on the solid floor of a nuc, although it was probably attached to the frame at some stage too.
