Hopefully the rain will arrive to wash it off, personally I would phone or visit the local council environmental officer and make a complaint. Not only are they wantonly distributing a pesticide of some kind, it is not being used in the manner it is meant for and to treat a specified pest also what if a kid comes in contact with the stuff and gets ill.
 
I wonder if there’s any come back for incorrect use.
A prosecution in 2008 for the improper use of pesticide resulted in a £1k fine.

HSE Honey bees and biocides includes the phrase once the treatment is complete, you should take every reasonable action to prevent foraging honey bees from gaining access

The Pest Management Alliance Code of Practice: relating to the control of honey bees states that the user ought to prevent other bees from gaining access to the treated nest. The requirement to “take every reasonable action to prevent foraging honey bees from gaining access to the treated nest, by removing the combs or blocking the nest entrances” still applies, even though this phrase may not be on the label of the product concerned. This requirement is implicit the Food and Environment Protection Act 1985 with reference to non target species and is of particular importance in this situation given the likelihood of neighbouring bee colonies robbing
