Is it foul brood

One of my hives died over the winter on inspection I found honey around the sides and very little brood but on inspection of this with a tooth pick most of the bees in the comb were dry and brittle some had mould but I discovered some were wet and slimey and black in colour but they weren't stringy like as per all the descriptions of American foul brood is it possible that it is foul brood or would all the bees be wet and slimey??
I would like to use the frames of stores for my new Nucs.
I don't have photos but I can try put some up in the morning.

I think they starved ok but the slimey ones were capped
 
Sacbrood will have brown slime in cells then the larvae dry up
 
It could be sacbrood.the larvae in capped cells are brown and slimey when uncapped and then dry into what looks like a Chinese slipper with a black tip
 
send a frame away to mary coffee in teagasc fre analysis better to be sure
