Is this a good or bad thing?

When we get a break in the weather good enough to inspect often there's a flow too.
 
If there is a flow on, fewer bees in hive and so fewer to handle - great

If there is a flow on bees not competing with each other so much and much less at risk from robbers - so better tempered and less risk of atracting robbers to sperad disease to any exposed frames when you inspect- great
