It’s crystallised and the more watery part has risen to the top. Melt it and mix it up again as long as it hasn’t fermented. If it has then use it for cooking, your porridge or for alcohol.
 
Is that is a layer of foam on the top? If so its definitely fermenting
 
It happens. The honey is fine to eat. It is two different types of nectar that have produced two honeys of different density. The heavier one is probe to crystallising and the top one isn't. I had the same with lime and dandelion. Two types of honey in one jar, good buy. Unfortunately customers don't see it that way! Having sold one like that to one customer though they came back for 10 more as wife liked set and husband liked runny!
Just check it doesn't smell fermented. If it does the wet honey at the top has too higher water content! The foam does look a little ominous!
