We sometimes (well, pretty often) had to search premises in the less salubrious areas of Swansea (Townhill/Ravenhill) the one stipulation of CEMA was that if we were entering a premises after dark we had to have the plod present. When we requested this the answer from the localstation was invariably "you won't catch us in that area after dark! can't you make it a dawn raid?"
Millbay in Devonport seem to have a similar reputation!

Even the Police dogs go around in pairs!!

Too many - but not nearly enough
Millbay in Devonport seem to have a similar reputation!
Many a night we spent tied up in the lockpit of Millbay docks (dock was disused then and being used as a landfill site.) our main source of amusement was watching all the rats playing under the old abandoned linkspan.

Wouldn't that give them more rights of access to a property, than a Constable, with less training and oversight?
Midwifes have similar rights if access - without a Constable.

Well I've spoken to the chairman of the parish Council and he is looking into who's hives are on the common, he also said that they might be on either of the other two commons in the area.. Looks like I'm getting somewhere now at last.

It varies.
In a former life I used to access property under the Gas Act... suspicion of a gas leak... worked with the Met!
No Warrant needed!

Willow tree inspectors have the right to go anywhere to inspect for watermark disease, or at least had when I was one during my student summer holidays. That was the best job I ever had, wandering around the Essex countryside. I remember someone telling me he had a weeping willow in his back garden. He had, and he had a live lion sitting under it, fortunately in a cage. I also remember a lovely cottage that we'd pass every time we went to visit my grandparents. It had a pond in its garden, and four beautiful weeping willows around it. I condemned three of them. No matter, the cottage is now under Stansted Airport.
