Please can someone tell me why my artificial swarm hive is trying to swarm again?

I don't know why, but it happend to us earlier this year, both the hive with the queen and the one with the queen cells swarmed again -

Ooops no equipment left!

1/ Do not leave any brood in with the queen. Most of all, do not leave a queen cell with her.

2/ In the 'swarmed stock' leave one queen cell. Destroy all others. Go back just prior to emergence of new queen and destroy additional queen cells built.
