Drawing foundation in October

I have a hive where the queen was trapped above the QX for a couple of weeks.
I was going to shake them all onto foundation and feed thin syrup to get them to draw out the foundation, then unite them with a QR colony.
Instead spotted the queen and she laid up the super instead.
I shook all the bees into the BB and put a QX over the BB but they have still not drawn out the foundation, just stuffed the super with syrup.
Any ideas on how to get them to draw the BB out?

I am thinking of shaking the bees down into the BB and moving the super onto another colony for a week to see if they are persuaded to draw out the BB
 
My bees readily draw foundation atm. However they’ll only draw if there’s a income or they need to. Your maybe asking a lot for them to cover the brood area and draw additional. They’ll only draw the area they can cover/maintain.
